Yes, ACORD XML Standards are available to the public. But please do not confuse being available with being open. ACORD standards are published under copyright for the protection of all participants that contribute IP (Intellectual Property) to the standards-setting process as well as those who implement the standards. And all participants leave their IPR at the door when they work on ACORD committees because industry standards must be free of any encumbrances. However, our policy on the legal use of ACORD standards is very liberal because we want to avoid obstacles to implementation. I wrote a paper on this topic a few months ago and you can have it.
